OVERVIEW

Government e-Marketplace owes its genesis to the recommendations of two Groups of Secretaries made to the Prime Minister in January 2016. They recommended setting up of a dedicated e-market for different goods & services procured or sold by Government/PSUs besides reforming DGS&D. Subsequently, the Finance Minister in his Budget speech for FY 2016-17, announced setting up of a technology driven platform to facilitate procurement of goods and services by various Ministries and agencies of the Government.

DGS&D with technical support of National eGovernance Division (Ministry of Electronics and Information Technology) has developed GeM portal for procurement of both Products & Services. The portal was launched on 9^th August 2016 by the Commerce & Industry Minister. Procurement on GeM has been authorized by General Financial Rules by making necessary changes in government rules. Presently more than 7400 products in about 150 product categories and hiring of transport service are available on GeM POC portal. Transactions for more than Rs 140 Crore have already been processed through GeM.

GeM is a completely paperless, cashless and system driven e-market place that enables procurement of common use goods and services with minimal human interface.

1. What are the Requirements to utilize the GeM portal?

The purpose of getting a GeM registration is to ensure smooth business growth with clarity, effectiveness and rapidness in the procurement of the supplies of goods.

3. Who use the Direct Purchase option in GeM?

In the case of PAC (Proprietary Article Certificate) buying, the option for Direct Purchase is available only for procurement of Automobiles. All the other types of supplies can be procured only through e-Bidding and RA (Reverse Auction) option.

4. Can a primary user be a direct purchaser?

No, a primary user can’t carry out procurement of supplies as a direct purchaser. He needs to choose the secondary users, i.e., buyers for procurement.

5. Who can be a Primary User on GeM?

The following types of Authorized officers can register as Primary User on GeM who is equivalent to –

6. Who can be Secondary User on GeM?

Any officer of the organization can register as a Secondary user on GeM. However, a Secondary user can’t be below the rank of the Section Officer.

7. What are the key functions of a primary user?

The main duties of a primary user are:

• Selection and modification of secondary users
• Monitoring orders
• Administration of GeM procurements

8. What if the primary user transfers or retires from the organization?

In case of transfer or retirement of a primary user from the organization, he/she needs to transfer the primary user account to his successor.
